Throughout 2023, PADSN are hosting a series of Deputyship Surgeries aimed at both public and private sector deputyship professionals, discussing some hot topics in the field and giving you the chance to get your burning questions off your chest!

For our third session of the series, our expert speakers will be sharing their knowledge and insights on the different options available to deputies when it comes to paying for the care of their clients. We will also be covering all funding options available, and define a Deputy’s responsibilities under the Care Act. Our speakers will provide practical advice to help you make informed decisions as a Deputy.

Led by Dave Lockwood, our topic expert and former Deputy, the discussion will cover the latest developments and practical solutions to this complex issue and Dave will be putting your questions to our speakers. Gemma Hopper

Gemma Hopper is a Senior Associate at Nelsons’ Court of Protection team, having joined the team in November 2019. She is an experienced Solicitor who qualified in 2016 with the Office of the Public Guardian, where she worked as an in-house Government lawyer representing the OPG within the Court of Protection.

Gemma deals with a range of Court of Protection work, including the management of property and financial affairs under the authority of attorney and deputy appointments. She is also a Director at Solicitors for the Elderly (SFE), an organization that empowers vulnerable adults across the country by ensuring legal advice is readily available and sourced in confidence.

Gemma is a Trustee for Age UK Nottingham and Nottinghamshire, which gives her a unique understanding of the role of a Trustee and their obligations. Gemma’s areas of expertise include mental capacity, Lasting and Enduring Powers of Attorney, attorney and deputy authorities, gifting applications, OPG authority, Personal Injury Trusts, and charity administration.

Dave is a former Deputy Decision Maker appointed by the Court of Protection in England and Wales. Dave’s experience comes from working in four diverse local authorities across London and the South East, dealing with varied services, ongoing legislation changes and increased workloads with decreasing resources; managing expectations from both the public and internal colleagues.

Not only does Dave have experience of acting as a Deputy under the Court of Protection, he is also well versed in the complexities of dealing with the statutory obligation of providing funerals under the Public Health Act. Dave is also one of the founding members and former chair of APAD (The Association of Public Authority Deputies).
